This will be many peoples first experience, gateway and ultimately deciding factor on whether to purchase the game and it needs to represent the experience provided by the full game. I've heard quite a few complaints regarding the demo's Vulkan renderer, I think it's awesome that they've added it to the demo but they absolutely need to make sure it works flawlessly. I've also only ever encountered a situation like this with Steam a very small handful of times generally due to mods or things being broken by me personally. This generally will pull down "stock" copies of any files with differences from the originals hosted on the download servers. Lastly, before I attempt a re-install on Steam when something is absolutely broken I almost always ensure to at least try validating the content. Out of curiosity what drivers are you running and (I hate that this even has to be a troubleshooting step) did you try disabling crossfire and seeing if it would launch with a single card? Hopefully the above config tweaks fix your issue, I'd imagine like you said, deleting the demo isn't completely deleting all existing directories/configs so it's just picking up the changed settings from before.
